You can buy ascended rings of core stats (ex. Berserker's) from Fractal vendors. They require 10 Pristine Fractal Relics each, which you get 1 from each Daily Fractals chest. Those chests also have a chance to drop ascended gear boxes, the higher tier Fractals' chest having the higher chance.

I honestly can't remember the time I completed my first set of ascended armor and now I am sitting with like 20 characters with one or more sets of asc armor. I have my 3 sets of PvE legy armor but I am too lazy to adjust every build and get rid of the asc armor so I just stick with them and build all new builds with legy armor.
If you are just starting you can buy cheap exotics on the TP, either full zerk stats or drop in some knight or w/e the stat is that gives you toughness. Best gear is all subjective but for me it's full marauders. Laurels are time gated login rewards. Just login everyday and last reward select the laurel chest you can get like 20 laurels.

You can also buy ascended rings from the TP for about 23-30g (Rurik’s Engagement Ring). To save time, buy the soot-covered ring from the TP directly and chuck it into the volcano at Ember Bay.
