You can buy ascended rings of core stats (ex. Berserker's) from Fractal vendors. They require 10 Pristine Fractal Relics each, which you get 1 from each Daily Fractals chest. Those chests also have a chance to drop ascended gear boxes, the higher tier Fractals' chest having the higher chance.

The other versions cost 20 PvP League Tickets or 25 WvW Skirmish tickets. As @borgs.6103 mentioned, different versions get 1, 2, or 3 rolls for matrices.
Yes, ascended backpacks can have up to 2 slots. Any ascended backpack, apart from a few that begin with two slots, can be infused to give it an extra infusion slot. Most use the same recipe (Gift of Ascension, glob of mists essence, and stack of ecto) but some have different recipes, so check the wiki for your specific backpack.
You can also buy ascended rings from the TP for about 23-30g (Rurik’s Engagement Ring). To save time, buy the soot-covered ring from the TP directly and chuck it into the volcano at Ember Bay.
