Try ratcam_r2.cs first and if it makes problem with the game's fps, launch the "no fps fix" cleo script. There are also other cool improvements of Rat Cam. Now you can manipulate the camera distance with the right mouse button (I love this) and you can look at your vehicle under the road. Also worth to note, the "mouse sensitivity" option is Download Silent Patch for Vice City to fix the mouse issue along with a lot of other issues the game has in modern OSes:

Unfortunately, it is only possible through mods, which only work on the retail version. I believe it is possible to work with the steam version, but it is a long and technical process where you would probably be better off just buying a new retail copy off eBay. Posted January 22, 2005. You have to click on the GTA: Vice City icon or shortcut in order to start the game. There is no menu that comes up for Vice City, because the computer (or at least mine) reads it as an audio disk. Try clicking the icon, but if you already havent, then your out of luck.
I know a fix, but my windows are not in English so lemme figure it out.
